A 5 years program for education system in Afghanistan.

First, we look at the pathology of education system in Afghanistan:

The pathology of education system in Afghanistan must be studied in different aspects like:

Organizational – human resources – conceptual – methodology and …

 For changing the current condition of education system in Afghanistan or bringing amendment to the system, we must understand that different aspects of this system have interrelations with each other. Organizational aspect of education system cannot be changed without taking conceptual aspect in consideration and human resources also cannot be studied without study of methodology.

In the new era after the fall of Taliban regime,  education system like many other establishments in Afghanistan is established by international community or foreign  donors , but like many other establishments and organizations of the society , it  has internal and external problems .my suggestions for bringing amendments  to the education system should be considered as ideals .

1-    Programs for attracting and recruiting the professional and capable forces until putting them on work and comply their needs as workers of public servants must be considered as a priority.

To attain this, more attention must be paid on human resources; as there are programs for distribution of land to returnees, there must be programs to allocate professional and capable forces to the  communities , so they can bring positive changes and be fruitful  as capital. This can prevent waste of the time and money beside human resources. Complying the needs of professionals and capable forces, show the importance of their job as education system agents to the people .professionalism in recruiting and deployment of these forces in one hand is a guarantee for implementing the educational programs and in the other hand prevent the waste of work forces. Paying not enough attention to recruitment and attracting these forces causes teachers and potential teachers do other jobs rather than teaching.

2-buget for educational establishment must be allocated threw programs that intend to bring amendments in the traditional structures of education in Afghanistan.

This suggestion points out the necessity of paying attention to the regional patterns of education and the variety of cultures in different parts of the country. Managers of education system should learn and teach capacity building in communities for accepting better patterns and methods threw structural capabilities that exist within communities. Attaining this goal require social networking between official agents of education system and local people. For example; plans for building schools should be implemented by the will and the force of local people. If goals are shared, the means could be shared. In this way, maintaining and protecting the schools and participating in concept of education will become a public task and professional evaluation begins from the beginning.

3-Unofficial educational establishments must be supported by the government.

Supporting this kind of educational centers must be considered both in financial means and human resources .if the education system can cover them, it enters to an affective and productive partnership for supervising the quality of education in the country.

4-Training teachers, as an important task of education system, must be pursued by follow up programs to enter new theories and achievements as discourses in the society of educational agents. In other hand, there should be examinations in regular basis to supervise teacher’s capabilities and capacities. Professionalism in different levels must be refined; otherwise the education system will go corrupt. In this way, education system would be ready to create and accept changes and at the same time its agents get motivated to update their knowledge and to use initiative methods.
